Add a 'New Shortcut' button that clears the keyboard selection

Add a primary action button at the top of the assignments list or in the keyboard toolbar: "New shortcut". It clears the current keyboard highlight state, deselects any active assignment, and opens the editor in a clean "Press Record to capture a key" state. Persists discoverability and lowers cognitive load.
