Text expansion keyboard hook SHIFT modified keys completely non-functional

Typing a trigger (e.g. ':kr', ';em') followed by Space consistently failed to fire in Windows Notepad for both imported templates and freshly created custom expansions. This is a critical failure of the core keyboard hook / trigger detection engine. Text expansions only work via the Quick Search overlay (Ctrl+Space), never by typing the trigger directly which is the primary advertised use case.
